At the Cabinet meeting held yesterday, it was decided to close 22 of the 106 administrative structures of the state apparatus. However, this decision is not final because we continue to examine this proposal in some departments. The procedures for optimizing the operation within the Ministry of Defence and Ministry of Interior have not yet started. The expected result of this reform is the reduction of 2500 staff positions at headquarters, which currently has 63 816. According to the Minister of Finance and Deputy Prime Minister Mr. Simeon Diankov, the expected savings from these closures could reach 200 million leva a year from next year. Yesterday the Minister of Defence Mr Angelov aniou for the first time confirmed that the size of the army might be reduced again. The working groups to establish strategic analysis developed 8 different versions of this reduction. One finding that has emerged the fastest is that with the current defense budget, amounting to 916,123,000 leva, it is impossible to cover the needs of an army of 33 000 persons and that the reduction will most likely be 50%. Mr. Angelov did not comment on the exact number of people who will be fired, because he stressed that the strategic review will be ready in early August and a white paper on defense with the new staff will vote on the parliament in September. The Interior Minister and Deputy Prime Minister Mr. Tsvetan Tsvetanov said yesterday that he said about 5% of judges are in one way or another connected with the Bulgarian mafia. He believes, is the 5% who deal with important matters in the field of organized crime. The two co-chairs the Coalition Blue, Mr. Ivan Kostov and Martin Dimitrov stressed that a plan of action in the economic and budget should be developed as soon as possible because they believe the biggest problems facing the government is precisely this area. According to the Prime Minister Kostov Borisov should set a deadline of one month and half to the Ministers concerned to formulate their respective plans of action. The Cabinet decided yesterday to approve the agreement regarding the Nabucco gas pipeline. Two months ago, in Ankara, an intergovernmental agreement between the countries taking part in the European project – Bulgaria, Austria, Hungary, Romania and Turkey – was signed. With this decision, the Bulgarian government grant support for this project and for the signing of the agreement between Nabucco Gas Pipeline Bulgaria “and the international company” Nabucco Pipeline International. Twenty-five Bulgarian embassies abroad will be subject to a study to assess whether they should be closed by administrative reform plan. This has been announced by Mr. Valeri Ratchev, Chief of Staff to the Minister of Foreign Affairs, Mr. Mladenov. During their evaluation, it will be shown if their existence has an economic effect or not in favor of Bulgaria. Released diplomatic buildings will be sold. But before that, they will be presented to the Ministry of Culture to judge their possible conversion into foreign centers to the needs of Bulgarian communities in the territories where they are. They will also be available to support the missions of the new European diplomatic service. The Bulgarian Ministry of Foreign Affairs intends to proceed by the end of the year in the sale of seven major buildings abroad. The number of diplomats who were recalled is estimated about 300 people. To reduce costs, some activities of the Ministry of Foreign Affairs will be awarded to private companies. This is particularly the Consular and Diplomatic Courier Services, said Ratchev. (24 Tchassa)

To achieve the objective, the proposed emergency humanitarian assistance of the FSS will cover two areas: namely:

A component related to the multifaceted health care of populations, which consist of the acquisition of essential drugs, equipment acquisition and spray chemicals spray non-toxic, vaccines of the Expanded Programme on Immunization and mosquito nets;

(Ii) a component related to the education of children aged under 12, which will involve the acquisition of complete school kits for all primary schools in the archipelago that have experienced flooding and finally

(Iii) support to food security which will involve the distribution of staple goods to the affected population. The Bank support will complement assistance provided by other development partners in the various areas where the need arises. Given the specificity of this humanitarian emergency, it was agreed with the government that the implementation of this assistance is given to UNICEF.

Objectives

The main objective of the proposed emergency humanitarian assistance is to meet the urgent and immediate needs of flood victims throughout the territory of Comoros. More specifically, it is to prevent the outbreak of malaria, cholera and other communicable diseases among the flood victims, facilitate the return to school of children under 12 years, and improve the nutritional status of vulnerable groups. The incidence and the prevalence of these diseases have increased significantly in the affected areas where some 360 families were displaced and relocated to temporary housing.

The urgency of the situation requires prompt intervention with affected populations, to provide them assistance and enable them to resume a normal life. Recipients of emergency humanitarian assistance are all the Comorian people displaced flood victims, including nearly 70% are women and children. According to available data, the incidence of malaria and other vector-borne diseases, as well as water-borne diseases has increased in the three islands of the UDC. Children will receive supplies and school kits for the next school year. The Bank assistance will strengthen the fight against malaria, waterborne diseases and other diseases, thereby improving the health of particularly vulnerable groups. The two key areas which it is proposed to allocate this assistance concerning people’s health and school kits in support of children affected.

The Comorian government’s request meets the eligibility criteria of the guidelines and procedures for emergency aid ADF/BD/WP/2008/173), January 14, 2009 approved by the Board of Directors. The proposed aid for the Union of Comoros (UDC) is consistent with these guidelines and it is operational for emergency assistance due to natural disasters caused by torrential rains have caused flooding.
